On the provision of humanitarian support to individuals sharing traditional Russian spiritual and moral values
In order to protect fundamental human rights and freedoms, to support individuals who have made a free choice in favor of spiritual, cultural, and legal ties with the Russian Federation, and in accordance with part one of article 24 of the Federal Law of August 15, 1996, No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation,” paragraph 2 of article 3 of the Federal Law of July 25, 2002, No. 115-FZ “On the legal status of foreign citizens in the Russian Federation,” I establish:
To grant the right to apply for a decision on temporary residence without regard to the quota approved by the Government of the Russian Federation and without submitting a document confirming knowledge of the Russian language, knowledge of the history of Russia, and the fundamentals of the legislation of the Russian Federation, to foreign citizens and stateless persons who express a desire to move to the Russian Federation for residence from foreign states of their citizenship or permanent residence due to the rejection of the policies implemented by these states, which impose destructive neoliberal ideological settings that contradict traditional Russian spiritual and moral values, as provided for in the Fundamentals of State Policy for the preservation and strengthening of traditional Russian values.

c) the decision to issue a temporary residence permit in accordance with this Decree is made in the established manner provided that there are no grounds for refusal to issue a temporary residence permit as provided for in Article 7 of the Federal Law dated July 25, 2002, No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation.”
b) bring its acts into compliance with this Decree.
The Ministry of Foreign Affairs of the Russian Federation shall ensure the issuance of single ordinary private visas for a period of three months based on the decision of the head of the diplomatic mission or consular institution of the Russian Federation to issue a visa to a foreign citizen or a stateless person, made in exceptional cases upon their written application, which specifies the motives provided for in paragraph 1 of this Decree.
The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation shall take measures aimed at the implementation of this Decree.
- The present Decree comes into force from the day of its signing, except for paragraphs 1, 2, 4, and 5, which come into force on September 1, 2024.
